「愛 河」


影片簡介

身障服裝設計師蔡淑芳與好友林桂花於民國92年成立折翼天使服飾工坊,本著父親的遺愛與不服輸的堅毅性格,終於在97年成為高雄市第一家合法的庇護工場。這裡招收的學員不分障別,老師除傳授車工技能也像媽媽般照顧每位學員的身心發展 。
 
身心障礙者權益保障法於96年修法後, 庇護工場的性質由社政下的教養單位轉型為勞政體制下的雇傭關係, 學員需經過職業評量才能進入工場, 工場為講求績效, 對於產能太低者不能收,太高者也需符合勞基法最低工資來聘用, 這些給老師和總幹事在經營上增添無比困窘。一個為愛奮鬥、一個為現實把關,二人如何堅守這些原則讓庇護工場成為殘友真正安身立命之處?

Shu Fang Tsai, a disabled fashion designer, and her friend Gui-Hua Lin set up “Angel without Wings” workshop in 2003. Based on the spirit of her father’s legacy and her character of unyielding perseverance, in 2008, she finally turned her workshop into the first legitimate sheltered workshop in Kaohsiung. Impaired students, regardless of their disability type, are welcomed to enroll here. The teachers teach sewing skills, and also take care of each student’s physical and mental development like a mother.

創作理念

“給他魚吃不如給他釣竿教他釣魚”可以說是庇護工場設立的最佳註解。殘障朋友和一般人一樣,需學習面對自立更生的將來,外頭景氣冷颼颼,對殘障朋友來說能去庇護工場就業是再幸運不過的事,也減輕不少家長的負擔。

然而身權法第34條規定,到庇護工場工作需經過職業輔導評量,職評的用意是將用限的資源用在最需要的人身上,這對身障者的就業權公平嗎?經營庇護工場的人為考慮營運成本,勢必面臨政策與理想實踐的兩難。

記錄過程已是導演本身最大收益,我們在庇護工場歷經生命中最難忘的洗滌,或許怎麼做都難全其美,付出的本身就是高貴而無可取代的價值。

Teach him how to fish and you feed him for a lifetime.” This can be said to be the best interpretation of the establishment of sheltered workshops nowadays. Like most people, the disabled, need to learn how to make a living in the face of severe economic challenges. Those who can attend a sheltered workshop are considered fortunate, and it also helps reduce the burden on many parents.
However, Physically And Mentally Disabled Rights Safeguard Law, Article 34, regulates that those who wish to attend a sheltered workshop need to take vocational assessment, and the vocational assessment is intended to apply the limited resources on people who are most in need. Is this really fair to the disabled, in terms of their employment rights? Those who run a sheltered workshop have to consider the operating costs, and they will inevitably face the dilemma of government policy and good practice.

「愛河」導演簡介

張碧如CHANG PI JU

簡介: 任職中華電信20年,越來越喜歡為五斗米折腰的工作。

 

對什麼都好奇,尤對環保及弱勢議題高度關切,生活可以放棄,始於內心的自由不容羈絆。

從來沒想到會當導演,細膩的心思與觀察入微的習性,在40歲那年一頭栽進中華電信MOD的影片製作。自稱那是生命重要的分水嶺,開始學著紀錄片的同時也遭逢家變,不敢說脫胎換骨,但換個腦袋過日子的感覺有倒吃甘蔗的甜美。

I have never thought that I would one day become a director. With an attending heart and the quality of making good observation, I fell into the film production work of Chunghwa Telecom MOD at the age of 40. I claimed it to be an important turning point of my life. When I was learning to make documentary films, despairing changes happened to my family. I cannot say I was reborn, but the feelings of living a totally different life are turning gradually sweet.
